Businesssssss

Why are there so many forienners being given business licence to do bisiness in PJ . Whenever our locals open business the authority are quick to lay down conditions and make things so dificult. But that's not the same for foriengners as the enforcement seems to see them in more favourable situation. Tell me i am wrong??????
